Ok, if the video card is properly placed and locked on it's slot, and you connected the 6 pin PCI-E power to the back of the card (yes the video card needs also a power connector), then your power supply might not be strong enough to supply the video card the power or amperage it needs.
If your power supply doesn't have a 6 pin connector, the video card should have brought an adapter for it.
Now you did mention that you took it to a computer store and had the same problem, you took the entire PC to get tested or just the video card on another PC and it didn't turn on either? If the latter one then you might need to return it and have it changed.
