I've respec'd my toon 3 times already and its been free everytime. Not sure where ya'll are getting these 10s or 1g costs from.
Maybe its cause ya'll are respec'n renown skills. I believe i payed to respec those. I didn't pay any for the class skills though. I thought maybe i just didn't see the cost pop up so i respeced again and looked at my money before and after to verify the cost. Sure as hell, i didn't get charged at all. Did this on Saturday. Unless i'm bugged, it should be the same for everyone.
