Almost.

From what I understand once you take over the zone next to the enemy capital (seen here) that will then open up different instanced scenarios to gain entrance into the Capital (I would imagine they would be things like breaking down the city gates, taking and holding a high vantage point so artillery can shell the city itself,(like this hell cannon for Chaos) , or capturing a key pass so defenders are unable to come to the aid of the besieged city.

Once these instanced scenarios are completed successfully, then the enemy city is opened up in a free-for-all of looting, burning, and pillaging. Anyone and his dog are able to jump in on the mayhem and participate in the mindless slaughter. However as Torr points out above if the whole faction on a server jumps into the pillaging of one city.....this is going to leave things open on two other fronts, so....*shrug*

Also I'm sure i recall that there were dev posts (on Warhammer Alliance I think) that mentioned there will be absolute safe areas in said city where players can muster a defense from to evict the invaders.

Sorry, no Flight path/portal/travel method/whatever camping (those guys at Mythic are thinking ) and it will be in these safe areas where a bank, auction house, whatever will be located. I'll see if I can find a dev post to back me up on this tomorrow.
