Nope, they are condemed criminals that fight for imperial guard so that their record will be erased when they die... The main char is a real badass and the stories are awsome! I think there are 2 or three more after 13th legion.

Dam, im hoping for the day that GW reveals what/who the expunged 13th and the 2nd chapters were, though i wouldnt be surprised if they never do it

and i love Penal legion and IG fiction just might pick this one up.
