some questions about compatibility

i am currently working on getting a list of parts just for fun to build my own system however i dodn't know to much about it so i have some questions:

1. if i use a dual core procesor do i need 2 cpu cooling fans?
2. my video card says it needs a minimum of 450 watt so would a power suplly of 450 watt work or do i need more for other components
3. would 5 80 mm fans and 1 (or 2) cpu cooling fans be enought or do i need a heatsink to?
4. is 8 ms a good speed for a monitor

1. Dual core has two cores on one ship, there is one chip to cool.

2. You should go higher. If it says 450, I'd go 550. Make sure you have alot of dongles (power connections). If you go Antec just find a 500+W supply you should be fine.

3. That's alot of cooling, and that's good. But you ALWAYS need a heatsink regardless of the number of fans. You really have to pull that heat off the CPU core. In fact, even a fan and heatsink isn't good enough. You use thermal compound as kind of a bridge between your heatsink and core, to draw the heat out of it. You don't put a chip in without a CPU fan, heatsink, and thermal compound.

4. Yeah, 8 ms is good. 8ms and less response time, the human eye can't perceive. Now, on an imperceivable level, the lower the ms response time, in theory the better the picture will seem. But I'll tell you in practical terms, I have a 8ms Viewsonic 19" LCD, and I can play any game regardless of the action and it's crystal clear and I never get ghosting. NEVER go above 8ms if you're a gamer though.
