Uggg... that was the same exact problem I had... it looped before windows would ever start up....wish I had a fix for you.. mine was get a new computer..lol Spent over 90 hours trying to fix it to no avail.. tried everything I possibly could.

go back into safe mode... remove your drivers and re-install drivers that came with your hardware.. then try restarting.

couldnt figure out the safe mode... but im on my new comp writing this, i installed the drivers differently, something is wrong im sure, im just waiting for my comp to shut down... its only a matter of time...

So... yah its shut off after about 30 minutes.. Fixable or should I take it into a comp repair place?

your new PC or old one?

Also, did you downclock everything to stock speed? Man I wish I was there to take a look at it. You can probably fix it yourself, those shops will rip you off (unless you "know a guy"). If you could provide me with details I could better analyze and give you instructions. Details are important, like what happened, when did it all start, at what point of what process does what happen, what devices/hardware you have installed/connected, what happens when you do x, think writing detailed history of and analysis of your PC, in chronological order. Feel free to send me PM.

Edit: also, to go into safe mode, press right F8 before your PC starts loading WinXP (during that blank screen right before win xp loading graphics show).

Sounds like a possible issue in your BIOS... Like others have been saying...go into the BIOS and make sure things are down-clocked. Check the FSB speed and your memory speeds in there as well. You might also want to try taking out one stick of memory and run things for a day or two..then the other stick. This is just to see if the memory is defective (memtest also finds this out). Just some things to try
