was up till 1:30 this morning uninstalling and reinstalling with no luck, I may just reformat over the weekend and start fresh.

I think that might be the only way to fix the issue, unfortunately.

yeah, reformatted today. I made sure to install CS3 first and get updates before installing PC-Cillin and PS now works
